On the morning of June 21, 2026, Thomas J. Higgins passed away peacefully at the age of 79, after a long and courageous battle with dementia.
Tom was born on September 14th, 1946, in Milwaukee, WI, to loving parents Floyd and Eleanore Higgins, who both preceded him in death.
Thomas was a graduate of Pulaski High School in Milwaukee. Then continued his education at UW-Whitewater, where in addition to his studies, he played bass in a rock band, and was a proud member of Phi Chi Epsilon.
Thomas was a man of vision and determination who had a passion for business and an entrepreneurial spirit that led him in the 1980's to become the founder of Care Cabs in Milwaukee, WI. Afterwards, in the 1990's, he was co-founder of Metro Ride Inc. in Minneapolis, MN; both of which focused on transportation for those with special needs. He also helped finance a successful local chain of seafood restaurants for a time in Tampa, FL., called Crabby Tom's, in the mid 90's to early 2000's.
Thomas's emphasis on care for others extended to his later years when he co-founded his most successful business, Community Care Solutions in Phoenix, which continues to focus on in home and community care services within Arizona.
Through all of his ventures, Tom also created a supportive environment for his employees and managers, as he deeply believed that a business is only as successful as the people behind it. He was known to treat them as a priority and with generosity.
Beyond business, Tom was a golf enthusiast. When his swing was good, he loved to play with friends and colleagues on the best courses throughout the country. Leisure travel to destinations like Las Vegas, the Bahamas, Macau, and Thailand, were some of the courses that he would make repeat visits to.
He may have been known to gamble at casinos a little bit as a hobby. One of his precious philosophies though was to, "never gamble with money you don't have", and then put what he had left in his gambling budget on 32 Red to win back the money he had lost. It worked sometimes.
Not being a fan of winters, Tom spent most of his years living in warmer climate locales such as Dallas, Tampa, and Scottsdale, yet he never forgot his roots or his family in the Midwest, maintaining his Milwaukee charm wherever he was.
Above all, Tom was known for his great sense of humor, infectious laugh, and the ability to engage in witty banter with anyone he met. To him, his close friends were his family. He was a loyal friend and very loving, devoted father to his son, David. Tom's kind heart and generosity left an indelible mark on everyone who was fortunate enough to know him.
Thomas is survived by his cherished son, David Higgins; his long time business partner and dear friend, Don Graves; his dear, beloved friends: Paul and Mary Bockhorst, Peter Bockhorst, his best friend to the end, Janet Schuler and her supportive husband, Frederick Schuler, Jay Anosov, Tom Schneider, and Sean Goodrich; his loving dog and companion, Max; amongst many others who were significant in his life.
A private celebration of Tom’s life will take place at a later date, honoring his wish for an intimate gathering of those closest to him. In lieu of flowers, the family kindly requests that donations be made in Tom’s memory to the Alzheimer’s Association - National Office, located in Chicago, IL, to support the ongoing fight against this devastating disease.
Tom's family would like to extend their sincere thanks and gratitude to the dedicated staff at Discovery Commons in Brookfield and By Your Side Hospice for their exceptional care and compassion that they provided Tom in his remaining days.
Thomas J. Higgins will be deeply missed and fondly remembered by those who knew and loved him. May we continue his legacy of love, laughter, generosity, and care that Thomas brought to this world.
